Instead of running budget surplusses every year, the government in any country like ours should have been running deficits and growing the economy as hard as it could. Along with liberalisation of exchange control and other incentives to foreign investment this would have ensured the consumption spending of the past few years was backed up by real jobs and wealth for a greater percentage of the population.
